How long until sponsor is approved (sponsor eligibility)?

We applied inland and our application says it is "in process" for sponsor and "received" for PR. We have applied inland.

what if the process is from quebec? do we still have to wait 11 months for CIC to determine if the sponsor is eligible and then undertake the application with Quebec?
