How long to wait in Hong Kong to apply for LIC visa?

Hi
we have a nanny who worked 5 years in Hong Kong as a domestic helper, then went home for a year and now has returned to Hong Kong to work as a domestic helper. We want to sponsor her to canada. The embassy in HK says they won't process applications from people who have not worked at least 1 year in HK. does she have to wait another year in HK before applying for a visa or she can apply right away because she has already worked 5 years there, although not the last year?
I hope someone in a similar situation can help me.

your nannys past work experience should not be older than three years. so if she says that she go home for a years so its should be within 3 years from now.
