I was wondering if someone can comment a link for me to the website to check the status of
- HOW LONG it takes to get the Open Work Permit -
for the inside Canada Sponsoring Application please ? ........

I am German, have been living in Canada almost 2 years and I sent off my - inside Sponsoring Canada - application yesterday on February 15th 2016.

I have a job offer but I can't work without the permit and the company is asking me how long they have to wait for me.

If you sent the OWP application with the PR application, you should be getting it in 4-5 months.

(I'd like to add that it's very very unlikely you would get it any sooner than 4 months.)

I would be getting married this week and also I'm planning to submit my PR application by next week. Since, I'm getting married in Ontario, it takes about 2 months to obtain the marriage certificate, is it possible to send an application before the marriage certificate is received, with other proof of marriage (solemnization of marriage) with a letter stating the reason for the unavailable marriage certifcate and that it would be submitted once received?

You can always send an application that is missing certain documents, but even if you write a letter explaining that you will send it later and why, you still risk having your application returned. I wouldn't risk it, personally. The only thing I've seen reliably work with that is the FBI PCC and if the sponsor is unable to provide an Option C Printout for any reason. The Marriage Certificate is much more crucial than either of them. It's the main form of proof that you can even sponsor her under spousal.
