Hi, my first PR card was finally mailed out on Oct 24, according to GCKey account after waiting for a month since Sep 25 GU1 (final decision in progress, and the exact date of CP strike!).

But until now, I still don't have it in the mailbox. Do I need to worry or it is just delay from Canada post side? I confirmed my mailing address with IRCC agent two times already and I believe it's correct. I see most people receive their cards 4-7 days since mailing out. Is there anything else I can do beside waiting for 6 weeks and submit solemn declaration? My location is Markham, ON. THANKS.
 
Not much you can do but wait. Just note, there was the CP strike, and a bit of a backlog (although they seem to have mostly caught up, may depend on location). And of course IRCC was holding them from mailing during the strike.

More importantly (in my experience with IRCC): when they say 'mailed' it has inconsistent meaning - may mean not physically handed to Canada Post, but when someone 'pressed the button' (final approval of all aspects) and it hasn't even been printed yet.

Since you have a date - probably nothing to worry about, likely won't be more than 2-3 weeks from that date.
 
I received my "we mailed your card" message last week on Monday and got the PR card on Friday of the same week. I guess it depends on your location as well.
