How long does it take to get a file number for Parent sponsorship

Hi there:

All my documents were received on June 6, 2019 in Ottawa for my parents' sponsorship. But I haven't got a file number yet. Is it normal?

Called CIC and was told they couldn't see what is going on in Ottawa office. Does anyone know how long it normally takes to get a file number?

Is there anybody who has a similar timeline as mine? If you sent in all the documents around early June, have you ever got a file number yet?
