How does OINP works

Hi Guys, I've been reading related OINP, so far all I've understand is to apply for OINP the minimum CRS has to be 400 and than we pay $1500 fee and wait to be selected?
If yes how many chances are t here to get selected what is it based on?

You cant apply. if you have above 400 points, you are eligible but not guaranteed. If ontario is interested, they will send you a notification of interest. if you want to go ahead, you can accept the invitation and apply. the fee is $1500

MY CRS is 451 and I already have federal ITA now collecting documetns, does it make sense for a federal ITA receiver to apply for OINP? or no need?
