What type of application? I was wondering how did you know that you can't be a representative if you neither a lawyer nor a consultant.

You can be a representative if you fill out the application on behalf of your father. To my knowledge, there aren't any stipulations that prohibit that. So, if you're worried, then fill out the rep form so they contact you if they need to. (In general, they'd use email...)

It's called "unpaid representative".

my dad's applying for BC PNP regional business, i thought my dad can only hire a lawyer or registered consultant for his representative?

It mentions here that "authorized representatives" are the ones allowed to represent the applicant
