How do we indicate which office we want the application processed? Is it the Part 3 Country Specific Instructions/3906e? If the sponsored person is not living in their home country they can choose which Visa office processes their Visa, so it attaching Part 3 Country Specific Instructions in addition to the residential and mailing address on the rest of the application that indicates which office?
 
IMM0008 (Application for Permanent Residence in Canada) asks you before Question 1 what visa office you wish your case to be processed in.

You can only choose the office that services the country of your normal residence of if you have been admitted to another country for at least 1 year, you can use that countries office.

All your forms are at http://www.cic.gc.ca/english/information/applications/fc.asp and the form "Application to Sponsor and Undertaking [IMM 1344A]" is the one that deals with the choice of visa office. It will be in section C, question 6 where they ask where the sponsored person lives. In a) you write the address, in b) you state whether the person has been admitted to this country they live in with at least a 1 year visa and if the answer is yes, you have a choice of whether to process the application in this country or their country of nationality which you will answer in c).
