How do I apply for a conference Visa

I am currently in Portugal and the embassy here does not issue visa services, i wish to know how to go about applying for a visa to attend the RightCons conference slated for the 14th-19th May . Please i need help what kind of cathegory this Visa falls in so as to apply for a Visa Position. I have literally been answering questions of visa eligilibity on the site whole day lond.

Which country passport do you hold given Portugal is visa exempt and just need an ETA.
