How CRS calculate working experience

Hi all,
I received the invitation from EE with the score of 439 (2 years work experience in Canada) last year and unfortunately it took them a year to send me the rejection letter, reason was they re-calculated my hours and they were not qualified for 2 years.
Now I have to start a new profile, I am on BOWP which expires in June 2020.
I filled out a new profile with 3 years work experience this time (3 part time jobs with total of 4700h). However I score the same 439 points. Does anyone know why?

With current EE drawings trend, I see no hope of me being invited. Yet I am trying to improve the English score, but if I can't improve my scores by June and my WP will be expired, what should I do?

It's really impossible for us to comment on your points without knowing the full break down of how many points you received for each category and how you entered your work experience. One area where you may have lost points in the last year is your age.

No one expects the points to drop down to 439 this year (although anything is possible of course). You should put as much effort as you can into improving your IELTS score. If you can't get your points into the 470+ range, then you'll need to look into the PNP immigration streams.
