How could CIC approve family sponsership if one already lied on his application!

I know someone who lied on his original application 10 years ago to be a single person but in reality he was married having 4 children.
According to him he appealed to correct his records and now after 10 years his spouse and children got PR visas.
I wonder how is this possible. I know CIC is very strict if one lies on his/her application. Is it possible if that person has double crossed CIC?

i took the statement to mean he appealed an initial application rejection and fixed the misrepresentation issue at the appeal hearing, not that they were already approved for PR? if that's not correct, then could this suggest there was a 10 year ban and they were approved once that was lifted?

The only way I've seen this happen, is if the applicant proves the visa officer screwed up on landing, such as not asking the applicant if he had any dependants.

I know in such cases even the PA gets banned for several years and his/her PR gets revoked, I know this has happened to a number of people but this case is different. Looks like the guy has tricked CIC somehow. There is one possibility that somehow he faked his spouse marriage with him to be a 2nd marriage but I am just guessing it here .. I wish if I had his passport number or UCI or anything so that I could report him. Not sure if I can still report him using his name, phone number and address?

Well, how did he explain the ages of his children then? The only way that would work is if the children were born after he landed, or if he faked all the children's birth certificates. I find it very hard to believe that would pass muster, but it's possible I suppose.

You can report him with just a name and number, most people don't have other people's UCI and passports laying around.
