We are Indian citizens. We got our Canadian PR some time in 2008 and it expired sometime in 2013. Due to some personal situations, we couldn't relocate to Canada then. Is there a way our Canada PR be renewed ?

You would need to fly to the US and then re-enter Canada through a land border using a private vehicle (e.g. rental car). You would then have to hope you are not reported at the Canadian border for failing to meet the residency obligation. If you are not reported, then you would need to live in Canada for 2 years straight before you can apply to renew your PR card. During this time, it's possible it may be difficult to certain things like get a valid health card since you won't be holding a valid PR card.
If you are reported at the border for failing to meet the residency obligation, then you will need to appear at a hearing to argue why you should be allowed to keep your PR status and should expect to have your PR status officially revoked unless you have extremely strong H&C reasons for having failed to meet the residency requirement.

It may be possible for kids under 18 through means of PRTD but very difficult for adults to do this in a feasible way. You need a PR card for almost everything once you're trying to settle here to prove your status.
Would add that you won’t be able to sponsor anyone until you are compliant with your RO so if you’ve had children since 2008 you wouldn’t be able to sponsor them for 2+ years.
