How can i use PNP nomination from Paper based application to get PR ?

Hi - I have only 66 points out of 100 for EE profile eligibility. I have WP from my employer for Canada and qualify with good points for BC PNP. Since i cant submit EE profile, i cant use BCPNP express entry. If i submit paper application for BC PNP, does any one know how can i submit application for PR after i am nominatd by BC PNP ?
