Note: Your life is in danger and moving will not help. These are grounds for claiming asylum. GETTING ASYLUM IS DIFFICULT. MOST ARE REFUSED. Read the documentation thoroughly.
If you are not in Canada it will be impossible to claim at a POE. In this case you must get to Canada. But, no airline will let you board without the correct papers. Canada in all likihoodwill not issue this documentation. In this case you must claim in the country close to you. To do this you must leave your original home go to the new country and claim with the UNHCR. You MAY be transported to Canada; but you may go to a select country which is safe but no where near Canada. It is the luck of the draw.

Note that processing times are around 2 years.
If an asylum application has been made in the USA, he can not apply in Canada now.
Recent legislation changes now block this.
