How can I get PNP with around 400 CRS score

My CRS score is around 400 and I definitely need the PNP in order to boost my CRS score. Are there any provinces which do NOT require a job offer? I am desperate to know that Saskatchewan PNP cut off mark is already 78

My NOC code is 2133 and I have just finished my master degree program.
