How can I get permanent resident if my Fiancee is in Canada?

My fiancee is already in Canada and I am here in the Philippines. We have a plan to get married by next year and apply myself as Permanent Resident. What should I do?
1. Do I have to apply Tourist visa to Canada then get married inside Canada and i will apply for permanent resident?
2. Or She must come back here in the Philippines, get married inside Philippines, she will go back to Canada and i will apply for permanent resident?

Please do you have suggestions?

You can choose either way, whichever is more convenient to you. As long as you get married, that is all that matters. It doesn't matter at all where you get married.
