how can i appeal against visa refusal?

I recently applied for temporary working visa but my application was refused. I already informed my employer and he wrote a letter appealing to my application. the question is how can I appeal against visa refusal? am i going to email the canadian embassy to send them the letter that my employer wrote? or is it much better if I submit a new application to CEM together with my employer's letter?

Anyway.. the reason my application was refused because i was not able to satisfy the VO that i am going to leave Canada after my contract ends.

Is there another way to appeal? Because submitting new application will take some time to be process again.
