If you've already submitted medicals, my take is this review will be the final one before they request your passport(assuming all goes well). Just a guess.

generally- once an officer has started to review your file, how long does it take for them to complete the review? at this point are back ground checks completed?

I don't know how long it takes. Another forum member, Qurax, has a very good thread on background checks. Check in the skilled worker section.

I got the same response from CPP Ottawa, Do you know what does it mean? Is it the last review because They already have my Medical Results? I really appreciate if you let me know if you got anything new from CPP ottawa office.

I also received this from Ottawa:

Our office has now concluded its part in the processing of your application. The Consulate General in Buffalo will get in contact with you regarding the final steps of your application.

My question is about background check... Is it done or not yet?

It's hard to know whether the background has been completed(unless you request caips/gcms noted) but they won't issue the passport request until this part is completed.
