Is your mother of working age? Certainly under 65 but usually under 60? Has she been working as a nanny, nurse or teacher in her home country? To be considered she would at least have to meet these qualifications and it would still be difficult. It would likely be viewed as trying to secure immigration for your mother versus trying to add to the longterm workforce of Canada. Depending on your situation your mother can try to visit you with TRV pr supervisa. You can then attempt to sponsor her through PGP every year but demand far exceeds spots, we have an ageing population and a health system which can’t meet the demands of the existing population especially seniors and parent sponsorship was never guaranteed.
