Hi I'm from Philippines working here in Singapore
Just want to ask if I can eligible to apply for holiday visa?
My family is in toronto since I'm not suitable for fsw btw I'm a nurse
 
Apply for TEMPORARY VISA and you can visit your family in Canada !

If you want to live in Canada then you will have to see if you qualify to apply through one of the immigration streams (e.g. FSW, provincial nomination, etc.). You will then have to apply and hope you are approved. Or you will have to find a job offer in Canada, have the employer obtain an approved LMO and then apply for a work permit. There is no other way.
 
As scylla said (either apply under any immigration stream or find a job and ask your employer in Canada to arrange LMO and than apply for work permit) otherwise you can just go on Temporary visa and live with your family for some months !
