When is she applying? Program opens up again in a few weeks and closes within a few weeks. She needs ECA, IELTS etc. Assume you meet LICO plus paying her a full time salary at the median wage for your region. Who looks after your kids now as it may take years for approval.

Does your cousin meet the requirements to apply for HCCP as a nanny? When did she care for your sister’s children? If not in the past few years has she been a nanny for other children since then? Is she a nurse or teacher? What is her employment history in the past 5 years (Quick summary)? What is her education/training? How old is she? There will be concern that an order nanny will not be able to support themselves throughout their retirement if they arrive part 40/45 because they won’t even qualify for the full pension amounts and basic government pensions are very difficult to live on. Yes family members are heavily scrutinized because many families did use the program as an immigration pathway to sponsor relatives. Some didn’t even work as a nanny after they entered Canada. Many also did not pay their family members the required amount. They paid their family member on paper but then the family member paid them back either their full or partial salary. Many had an arrangement that they were paying their family to secure PR or they had been told that they were only get paid the family rate and not the salary they were entitled to. Working for family can lead to many potential issues or abuse. Now that being a nanny leads to PR and not a WP and nanny’s are able to bring their families with them to Canada there may be even more families trying to use this pathway to try and secure PR. Your ability to support a nanny also gets considered. In many countries having a nanny, full-time or part-time cleaner, gardener, etc. is not a significant expense and accessible to those in the middle class or above. That isn’t the case in Canada. In most cases it either make sense for one parent to remain at home depending on their salary or to enrol in daycare/preschool which is usually the more affordable option of you have 2 children or less attending. As already indicated processing times for HCCP are ridiculously long so unless you apply way before a nanny is needed most have to find another solution for their current childcare needs or find a nanny already living in Canada.
