Some people get representatives to apply in universities for them. Does it improve the chances of getting in, if the agent has a contract with the university ?

No, it doesn't improve the chances.

Most of us here will tell you to stay away from agents and apply on your own. Agents sometimes give bad advice on programs and have also been known to add false information to applications.
