Based on the information you've provided, you do not meet the residency requirement at this time and have lived outside of Canada for more than three years since landing in Canada and becoming a PR. If that's correct, you cannot sponsor your husband at this time (if you try, his application will be refused and your PR status will be revoked). You will have to stay in Canada until you have lived in Canada for 2 out of the last 5 years and meet the residency requirement. Only then will you be able to sponsor your husband for PR.

Isn't there any other way that he could come here (even with a visa) so that we could be together? And after two years of (my) residence i apply for sponsorship?
It's really hard for me being away from him...

He can try applying for a visitor visa. A visitor visa would allow him to visit you temporarily but not move here or live here (he won't be able to work and won't have access to any health system benefits). Unfortunately the rate of refusals for visitor visas tends to be quite high for people who have Canadian spouses. But he can certainly try. To be approved, he will want to demonstrate strong ties to his home country (assets, property, job).

Alternatively he can look into apply to immigrate on his own through an economic immigration program like Express Entry.
