I don't know about cheap or expensive but there are few universities in Canada that do not require IELTS but you need to provide letter from your previous school, college or Universities that your education was in English etc etc.

You can check on their website (Admissions requirements) if they exempt IELTS or not.

dont think its cheap as average tution fee for a semester is 8300 CAD $ . but u can get admission there without ielts or toefl on condition that u give a english placement test after arriving to the university .
