When your spouse applies to sponsor you for PR - you must mention all three refusals in your application.

With three refusals, there is no point in applying for a TRV or study permit again. You'll need to wait for the PR application to be approved.

Since you've posted in this section of the forum, we are assuming your spouse is a Canadian.
