Iam living in Canada can I apply for my wife as refugees because she is living in Afghanistan which is not save for her and she is living by herself .

You cannot sponsor your wife for refugee status. She must apply on her own. To apply, she must either obtain a TRV and come to Canada to claim refugee status here. Or she must leave Afghanistan and move to another country - and be declared a refugee there by UNHCR or a similar referral organization.

What is your status in Canada? And how did you get your status in Canada? If you are a PR or citizen, you should sponsor your wife through spousal sponsorship.

Any reason why you wouldn't just sponsor your wife for PR through the spousal sponsorship stream?

Again, you can't sponsor her for refugee status.
