Helpppp BCPNP EE OR SI OR FEDERAL EE

HI all.
I'm new here and I need your help to apply either Federal EE or BCPNP to decide what to do.

• I'm 34 years NOC 0632 Front Desk Manager.
• I have experience for more than 4 years in the position just 7 months in Canada.
• My employer will support me.
• I'm in WHISTLER BC Working here since 7 months full time.
• My brother is Canadian
• My CELPIP Score not good 7w 4r 6L 6S

what do you recommend I'm really confused what to apply BC EE OR BC SI OR federal EE.
Which one is faster which one more beneficial for me.

Or I retake the English exam again.

I wanna know how long time it take to receive the PR IN each category.
My score in BCPNP profile 108.

Please help.
