He told me everything is compete on the documentation of inland sponsor but left with marriage certificate so does it mean he can can file whiles he is waiting on next month date of hearing

How long has your friend been in Canada? How long has he been married? I think that they can apply for spousal sponsorship, but that doesn't necessarily prevent his removal from Canada after he exhausts any appeals process. If he applies inland and his appeals for refused, he would still likely have to leave Canada and his inland spousal application would be cancelled as soon as he departed. Other may have a better idea about this.

If he files without all the necessary documentation, the application will be returned.

He has been in Canada for 11 months and he has been married two months now

So he met a Canadian/PR while here claiming asylum, and married them just 9 months later??

He should know IRCC will be very suspicious of this marriage, and will investigate it strongly as a marriage of convenience done just for immigration purposes in case his refugee claim was rejected.

So? Even roommates live together and share rent. Not saying this is the case, but this is what IRCC may think so it will still be investigated strongly as marriage of convenience. Hopefully they did a big wedding with all his spouses's friends and family attending.

No they didn't have big weddings it was just a small wedding which took place on their apartment

Well hopefully his refugee claim is accepted, since their situation very strongly looks like a marriage of convenience, at least on paper. I would expect a very difficult time if she needs to sponsor him for PR with a family class app.

and in their case they may do a relationship interview with both of them or ask for proof of relationship
