I have a friend who is born in Africa and now live as a refugee in Italy been 2 years. He only have a humanitarian document. Passport was burned in Africa. What can he do if he want to visit Canada even tho he doesn't have a passport?

There's zero chance of a TRV approval even if he had a passport

He has zero chances of being approved because IRCC will consider him as an asylum shopper

Agreed with the above. Zero chance of coming to Canada as a visitor, temporary worker or student based on his status in Italy.

If he wishes to move to Canada, he will need to look into qualifying and applying to immigrate to Canada through a skilled worker stream like Express Entry based on his work experience, education, language abilities, funds to establish himself in Canada, etc.
