I have a doubt. If the title of the position you are working for is Customer Services Advisor for the technology company and the job responsibilities and duties are all tech support. My question is Can this person apply in express entry, because the job duties matches with the User Support Technician category which is "B", though the title Customer Service Advisor is category "C" ?

Job Duties is what matters not the title.

You choose the NOC based on job duties, not job title.
