Applying for express entry is a pretty straightforward process. For help you can always ask your questions in this forum and you will get answers. Do not waste money on consultancy.

You are fine as far as IELTS is considered since in all parts you have min 6 band. Not sure why the consultant said to appear for test again.

What i read online was minimum of 6 band score. Inwonder why i was told to go write another so i just let them go after paying them 2000 dollars. How can i start the application on my own?

You can start with creating the profile and entering in the pool. You can read thru this thread to get all the info http://www.canadavisa.com/canada-immigration-discussion-board/express-entry-step-by-step-instructions-t273928.0.html

what i think is your consultant wants you to get more points to get selected in FSW as you need 67 points out of 100 . may be you have less points so ielts can boost your fsw score.

i am not sure though check

http://www.cic.gc.ca/english/immigrate/skilled/apply-factors.asp

remember CLB level is different then ielts score

In fact, you do not need a consultant to help you, the whole process is quite straight forward and forums like these are very helpful. The collective knowledge and awareness of the members on this forum far exceeds that of the consultants. In fact, some of the consultants get their answers from forums like these. If I were you, I would instead use that money for my nomination and other migration related fees. You can use the following links to calculate your CRS score.

http://www.cic.gc.ca/english/immigrate/skilled/crs-tool.asp
https://www.canadavisa.com/comprehensive-ranking-score-calculator.html

IELTS plays a very important role in boosting your CRS score. Ideally getting CLB 9 in IELTS (LRWS 8777) will give you the best points, You can try these values in the calculators here and see for yourself how much of a difference IELTS makes to your CRS score.

All the best!
