Me and and my partner are looking to make the move over to Canada intially on the 2 year work and travel visa but have read conflicting story's regarding taking our 1 year old. Will we be able to get her one as well or will we have to go down the skilled worker route?

depends on which country issued her passport or travel document .

if it's not a visa exempt country then get her a visitor visa , and apply for a visitor record for her while you are inside Canada , then she will be able to stay for the duration of your permitted stay .

Is Pakistan even eligible for the IEC? I don't see it on the list
