Help with Understanding OINP and need some insight

Hi,

Pretty new to the Canada PR process.
I have applied for Express entry. I am working in Australia (NOC 2174) with 472 points (Indian citizen)
I am looking for Ontario PNP. However I am super confused about how it work. If my understanding is right, HCP is the correct path for me right?
For Ontario PNP, do i create an expression of interest? If so can someone please provide me the steps to do so? I tried a lot but could not find a way to create EOI for HCP.
Any help and insight regarding my situation would be highly appreciated.
