i have a question. I applied for my parents sponsorship in 2015, at that point the definition of dependant child was 19, so i could not include my sister in the application (she was 21 at that point). As you know, they change this definition to 22. Given my parents sponsorship is at final stage, and my parents are already got their visa in their passport

1) can i add my sister in the app since she was 21 in jan 2015?
2) if i can, should i do it? Or it is better if she comes here as international student first?

Just to add, she is still single and live with my parents.

I don't believe that the legislation change was retroactive.

The age limit of dependent children (for immigration purposes) has changed from “under 19” to “under 22.” This change applies to all new applications received on or after October 24, 2017.
