Easy, a temporary foreign worker can be beneficial by filling a gap in the canadian work force.

the rationale for the job offer, basically means the explanation of why u would hire a foreign worker instead of a canadian, and how this person would be beneficial for that position. It can be simply the fact that there is no canadians willing to take that position and your company has been looking for one a long time.
