Hi,

My study permit was refused twice. (Irrelevant program)

I re applied in June (Changed my program).

I covered everything in my SOP. However, I did not attach a letter of explanation for my previous refusals. Would that make a huge impact on my application?

that would have an impact..
first - you have to address every refusal reasons and explain your side.
second - changing program would make the VO suspicious. you have to remember, you applied for a student permit because you wanted to study on a specific program, then all of a sudden change it. not unless you can explain thoroughly the change of program.
