Help required on renewing old petition

Dear Gurus,

I have filed a skilled worker petition in 2000 while i was in dubai and then moved to india.

I was called to dubai for interveiw but as i was in india i could attend it. So i requested the file to be moved to Delhi.

I moved to Dubai back in 2003 and stayed there till 2010.

Is there a way to track the status of my petition and what is the process to reinstate it
