GO to the British Council center tell them you have to send copies of IELTS to the Universities. They will give you a form which you have to fill with the institution address. They will charge extra if you send through DHL or FEDEX. But you can send up to 5 copies I think free of charge but it will go through normal mail which takes 15-25 days time and no tracking number or receiving grantee The free ones can be send within 45 days of your exam date.
 
This request is made during submitting your file for IELTS, there is an option to select if you wish to share your score with Uni/college and you can specify the names there (up to 5). However, I was wondering why would you wana do that? It's better to send it on your own directly via prominent courier services, DHL, BlueDart (though bluedart has also been acquired by DHL, but yet bluedart will cost you less). and check with DHL, they have student discounts ( you won't pay the regular price). If you are following this process to reduce the time it takes, then let me tell you, once your result is out, you get your score card in less than a week's time. Once again, sending it on your own is a faster process.

some universities require test scores directly sent by the test center and wont accept copies sent by u.
