Last week i got refusal letter for BOWP. currently i am on restoration period. yesterday i got ITA from EE draw. what are the next steps i can do for BOWP? should i apply for visitor visa first? or wait for AOR then visitor visa??

If your WP has expired and you have no status in Canada, then you're not eligible for BOWP anymore. One of the requirements for BOWP is that application must be submitted before expiration of current Work Permit.
