How you go about doing things is ultimately up to you (depending on you and your husband's priorities

But it seems that you're still unclear about some stuff, so I will provide you with more facts so hopefully you can make an informed decision.
Okay so: you can sponsor someone using either an "inland" or "outland" method. Each has its own advantages and disadvantages.
INLAND
- You send your application to Vegreville, AB, and just wait till your spouse gets approved
- *IF* refused, you cannot appeal
- The sponsored person (i.e.: your husband) must remain in Canada during the course of the application process (i.e.: on a TRV = Temporary Resident Permit). If the CIC finds out that the sponsored person leaves Canada, then you can kiss the application goodbye...
OUTLAND
- You send the application to the Case Processing Centre at Mississauga, ON (commonly referred to as "CPC-M")), and they will assess your eligibility to sponsor your husband
- If you're approved to sponsor, CPC-M will send the paperwork to Mexico City for further processing (this time your husband's background will be checked, and your relationship proofs will be assessed too).
So contrary to your (mis)understanding: there's actually NO "second part" for you to send (even though, indeed, the application has 2 parts: the sponsorship part (yours) and the permanent residency part (your husband's)). You send EVERYTHING, one time, to CPC-M (Mississauga, ON), and that's it....they will take care of the rest, including the forwarding of the application to the Mexican visa office.
- If refused, you can appeal
- Some people may not know this: but you can apply outland even if the sponsored person is in Canada
I checked your past post, and found out that you're a Canadian citizen. Well as a Canadian citizen luckily you are eligible to reside outside Canada during the course of the sponsorship process. However you must demonstrate to the CIC that you will eventually move back to Canada once your husband's PR application is approved. How do you do this? Well you can show an employment offer (may or may not be applicable to you), proof that you have an active Canadian bank account, credit card, driving licence, health card, etc. You can also write a letter, explaining your future plan in Canada with your family. Testimonials (stating their awareness of your plan to return to Canada upon your husband's becoming PR) from close relatives and friends will help too.
Sounds like you reeeaallllyyy wanna be with your husband. If that's the case, you have 2 options:
A. Get him to apply for a tourist visa, and IF your husband's approved (unlikely), then he gets to stay with you in Canada. Then once he's in Canada, apply for the PR application INLAND. But once again, keep in mind that he won't be able to get out of Canada till a decision is made on the PR application. And if the PR application is refused, he can't appeal.
OR (if your husband's tourist visa application is refused)
B. You go to Mexico to be with your husband, and apply outland (so you'd fill the application forms together and gather the relationship proofs, and send everything from Mexico to CPC-M), but you'd better make sure to provide a lot of proofs to the CIC, that you'll go back to Canada once your husband gets his PR. Btw, make sure to give tons of relationship proofs as well to demonstrate your genuine relationship/marriage.
