HELP needed for spouse OWP

I am doing MSc in Canada. I tried for my wife's TRV application but refused 3 times. Now I am planning for applying OWP. My study permit is valid till Aug 2017 which is 8 months from now. The processing time of OWP from my country is 5/6 months and based on this should I forward for the OWP application?
