Hello,

I have been already refused a visa this year For EAU for some reasons. since I Have received ITA and filling the online Form, Should I mention that or not ?

Always mention a visa refusal- lying about it would be misrepresentation, and those have harsh penalties.
Mention it, most visa refusals don't have any affect on the processing of your application.
 
You have to mention it. There is no way around it.

however, what is important why the visa was refused, if it was due to deception, then high chance you will be questioned about it... and may even have negative consequences.
 
thing is i do have no idea why it was refused since i had a valid job Offer at a big company. my best guess is since i'm a moroccan there is some sort of Quota. but seriously i got no idea. i never had any refusal on european visas ...
 
oh and one more thing : the refusal doesn't appear on any of my documents, no stamp nothing

Does not matter. As others said if it was refused you need to mention it.
