Fortunately that’s not a bar for express entry or Canada. He was forced again after 34 days to flee from the civil war again . Now he lives in Ghana as a refugee his IELTS 8.5,7,8,7 his has a masters degree
My question is , for the 12 months detained would he be required to submit police report for that time frame from USA when he has no access to such ?
Will be be required to submit police report from Ghana now that he has been there for 13 months he is 33 and does this mean that he also has to submit police report from his country prior to his departure from his country in 2017 ?

The probability is that the answer to all three of these questions is yes. At the very least, he will need to explain in writing why he can't provide mandatory documents. Even if he was in detention in the USA, he could still have acquired a criminal record for acts committed while detained.

Why can't he obtain a police report from the US? He shouldn't have any issues getting one.

Yes - he will also need to submit a PCC for Ghana as well as one for his home country.
 
Good. How would he now request police clearance from USA where he knows no one there and have never lived there before ? Is it enough to explain considering maybe CIC Agent will very from USA

Please does it mean he has to contact USA immigration to seek for one?

He needs to spend more time on the CIC web site if he is really serious about immigrating to Canada. All of the answers are there including how to obtain a PCC for any country.
