Just to clarify you can’t apply for asylum you can apply for a visitor visa.
Sir i am blacklist in Pakistan and government of Pakistan block my National Identicard and it's very Critical and dangerous for me because Government of Pakistan wish is kill me also you now what is Balochistan Problem and i am national of balochistan but now my self is very dangerous so kindly help me about asylum, you say me went to anthor country so it's easy in Iran I will go, sir please be serious I m politician and now i m danger condition, can you say me who I apply,

You would either have to get a visitor visa to Canada and then claim refugee once you get here. For a visitor visa you would need to show strong ties to Pakistan, like good job, good property, bank balance etc. You would have to show that you would return to Pakistan. Then if visa is granted you would have to fly to Canada and you could claim asylum once you arrive. You cannot claim asylum to Canada from Pakistan, you have to be here in Canada. If you cannot make it to Canada you would have to leave Pakistan and go to another country that has UNHCR which is the United Nations High Commissioner for Refugees. You would have to register with them. Note that they can relocate you to any safe country not just Canada and many may not be relocated at all but you would be safe from Pakistan.

Yes you can go to a 3rd country to claim asylum but you chances of being resettled elsewhere in the world is pretty low so you’ll have to be happy living in Iran.

You would need a visa to enter Canada still, and there would be little chance that Canada would grant you a visa if you have claimed refugee somewhere as they would think you would do the same in Canada and not leave.

Can I apply for an eTA with a Refugee Travel Document?

Most people using a Refugee Travel Document to travel to Canada will need a visitor visa.

Exceptions:
  • If you have a valid Canadian Refugee Travel document, you are exempt from both the visa and eTA requirements.
  • If you are a lawful permanent resident of the U.S. and don’t have a passport, you can apply for an eTA with a valid U.S. Refugee Travel Document (I-571).


If you end up becoming Citizen of a country and get a passport of a country that is visa exempt to Canada then you would be able to use that travel document to come to Canada.

As mentioned by others, the odds of being relocated to Canada after claiming refugee in a third country are not that high, it can be any safe country in the world and you may not get relocated at all.

Is there reason you are set on Canada vs any safe country?
