If the family member you have in Montreal is your spouse or common law partner - then they should sponsor you for PR. Otherwise having a family member in Montreal doesn't make it easier for you to work in Canada.
To work in Canada you will need to find an employer who is willing to give you a full time job and that employer will have to obtain an approved LMIA. Then you will be able to apply for a closed work permit.
