I started my masters in July 2012 and passed first semester with 82% marks then I dropped my degree in second semester because I planned to study in Canada and i did not give the 2nd semester exam, But My visa application was refused So I continued with my master degree in third semester and clear second semester also in first attempt. Do i need to mention this in my study permit application so justify that i have no backlogs ? Do i need to attach official transcript with my study permit application ? I wonder if is this negative impression or positive impression on Visa officer ? I'm Confused, If I write all this in my SOP Will Visa officer consider me as genuine student ?

Yes bro u have to tell this. U must must have received another marksheets in which your backlogs are cleared. Submit that too in the educational doc. I guess no need to tell this in SOP.
