Help! IRCC say they received application for BOWP (paper route) after initial visa expired?

I applied for a BOWP and I'm being told my application is too late as they received it after my work permit expired. I made sure to send it via Canada post and use tracking before my initial work permit expired. I was under the impression once it is submitted/posted before my initial visa expires it is okay? Does anyone have clarity on this.

Unfortunately your understanding is incorrect.

The application must be received by IRCC before your existing work permit expires.

I'm curious, hypothetically what happens if for some reason there's delays in the post by a couple of weeks and you miss the deadline of the work permit expiring?

I don't know exactly where this is stated on the IRCC web site but it is a very well known rule.

It's up to the applicant to ensure the application is received by IRCC before their current visa expiration date. This is why many apply online rather than mailing in an application.
