I'm currently working in Vancouver and have over 2 years of working experience here, i'm trying to apply for PR under the Canadian experience class, however, it's not giving me any points under the job offer category for some reason, I'm guessing because the employer is not LMIA positive? i currently hold a working holiday visa which allows me to work anywhere without a LMIA positive employer. Can someone please help?

If you're asking about the 600 points under Express Entry, then you need an approved LMIA to get these 600 points. It doesn't matter that you have an open work permit.
 
Does that mean my current employee will have to obtain LMIA approval? And without that, i cannot apply under CEC?

You can apply under CEC as long as you already have at least one full year of work experience in Canada in an occupation under NOC A, B or 0.

However applying doesn't mean you will be selected. The more points you have the more likely you are to be selected. So far only those with 450 or more points have been selected. For this reason it really helps to have the extra 600 job offer points. However to get those points, your employer would have to obtain an approved LMIA.

Yes, you can submit an e"xpression of interest" application to Express Entry without a "valid job offer." If you receive an invitation to apply, CIC will tell you to which program you should apply. (FSW is the default if you're eligible for both, but if you only want CEC, there are ways to adjust your profile).

But for the extra 600 pts, a "valid job offer" requires 2 things -
- LMIA
- Written offer of permanent, non-seasonal, full-time employment, contingent upon your obtaining permanent resident status.

Your employer can apply for the LMIA to either -
1) Support the PR application only (no fee)
2) Support a temporary work permit AND PR application ($1,000 application fee plus compliance fee).
