Help ....Filing Complaint against Registered Consultant

Hi,

Please let me know how to file a compliant against Registered Consultancy firm located in Toronto. Iam from India and the ICCRC people grabbed my 12000 CAD for the process of Work Permit. But my WP got rejected and they informed me that they can refund only1500 CAD. This is cheating. I am totally tensed. Please help me friends in this regard
