HELP -EE INELIGIBE

Hi, I want to apply for EE under CEC category, my profile is below

Btech -4 years-india - Got WES Evaluation
PG diploma -1 year -canada
NOC B job -canada - 1 year from 2015 august to 2016 September,2 - worked during pgwp

CLEPIP- R-5,L-9,R-8,W-7 (CLB 5)

but whenever i am trying to apply for EE its says ineligible.

i dont have PNP ,LMIA...Currently in india applying EE from india.

can anyone one why i am not eligible?

I think you need a higher celpip try all the same information with higher celpip scores
